If any single package net weight deviates more than +/- 3/10%, but less than 3%, from the labeled contents, additional packages are selected at random for further testing.
If upon further testing, it is found that average net weights deviate no more than +/- 3/10% and no single net weight deviates more than +/- 3%, the lot is in tolerance.
If average net weights deviate more than +/- 3/10% or any single net weight deviates more than 3%, Weights and Measures can condemn the entire lot.
Therefore, maximum net weight tolerances are +/- 3% per package, 3/10% average. Net weight is the contents of the package only.
